OLF’s Gas Leak Project aims to reduce the number of gas leaks on the Norwegian shelf.  One of the most important project initiatives is to boost the competence of personnel working on hydrocarbon-bearing equipment on the Norwegian shelf.  In conjunction with this project, new requirements have been set for certification and recertification for the entire industry, based on curricula developed by the Gas Leak Project.

Learning materials for flange work and valve technology are now ready for use.

Competence Boost

Certification and recertification applies to all personnel who work independently on pressurised hydrocarbon-bearing systems on the Norwegian shelf.  This includes flange work, valve technology, fittings, and small bore tubing systems, as well as process safety.

Personnel who have completed approved, documentable courses (for flange work and valve technology) after 01 January 2004 are considered certified and must only take the recertification course.

Certification/Recertification

Course centres that have been approved by The Norwegian Oil Industry Centre for Quality Assurance of Competence (PSK) are eligible to offer basic certification and recertification, based on OLF’s industry requirements.  You can find an overview of PSK-approved course providers at www.psk.no.

Operator companies can apply to PSK for permission to conduct recertification of own personnel at company locations both onshore and offshore.  Recertification is through Trainingportal – The Oil Industry Competence Portal.  Operator companies who have received permission may contact Mintra AS for access to enrol course users for recertification.

• Licence price per enrolment is NOK 75, for employees of companies that are members of OLF.
• Licence price per enrolment is NOK 135, for employees of companies that are not members of OLF.
Personnel employed by contractors/service companies must get recertified at PSK-approved course centres.

Deadline for Certification/Recertification

The deadline for certification/recertification is the end of 2010.  However, some operator companies require certification by the start of 2010.

Approved course providers are experiencing a high demand for certification courses, so it is important that operator companies and contractor/service companies plan their course enrolments and certification of personnel well within the deadline.
