Aker Well Service and Mintra collaborate on the IWCF-sertification.
IWCF certification is mandatory for all drilling and well service personnel, and the certificate must be updated every other year. This course provides candidates with the knowledge the need to pass the IWCF exam.

One of their most important initiatives is to enhance the competence of everyone who operates equipment on hydrocarbon-bearing facilities on the Norwegian Shelf. OLF has set competence requirements for flange work, valve technology, fittings and process safety.
OLF’s guidelines will be developed for each competence area. So far, three guidelines have been launched.

The collaboration between the Petroleum Safety Authority Norway (PSA) and the University of Statvanger (UiS) has taken an important step forward through the establishment of an experience-based master’s programme in risk management and safety leadership. The programme is directly based on the PSA’s core areas.
The PSA has collaborated with UiS for several years on formalising prior learning and work experience in the organisation in the core areas.

In 2005, 1700 course completions were registered on Trainingportal. In 2006, that number increased to over 20 300 and, in 2007, we had 46 000 course completions. As a result, we put a lot of time and energy into Trainingportal. There is a lot happening with the standardisation and regulations for vertical rope work and work using various rope-based systems and fall safety equipment. Over the course of this autumn, Standards Norway will be completing the Norwegian standard for “Vertical Rope Work (prNS 9600)”, which will cover all vertical rope work. The standard will differentiate between basic and advanced vertical rope work. Offshore work will be classified as advanced, but several types of operations on land, in the energy and construction industries, for example, will also fall into that category.
In the effort to reduce the number of gas leaks in the petroleum sector, the industry has implemented new training requirements for personnel working directly with hydrocarbon-bearing equipment. Certification and recertification must be completed by the end of 2010.

Risk Evaluations and Safe Job Analyses are common to both the energy and oil sectors.
“I believe that it is important to draw on experience from both industries,” tells Leif Røv. Røv manages AAK Safety’s competence centre. AAK is a leading company in fall safety, rope rescue training, and work at height. AAK Safety has one foot in the oil industry and one foot in the energy industry.
Since the end of the 90’s, and until now, suspension trauma, also known as harness hang syndrome (HHS), has developed into a term that is full of uncertainty. There has been a lack of professional judgement and serious critical evaluations of sources. All too often, evaluations are made without involving qualified professionals. So, it is good news that the Department of Emergency Medicine at Haukeland University Hospital has conducted a thorough study of suspension syndrome, now due to be published in international medical journals.
What can the oil industry learn from the energy industry, and what is the business potential of this exchange of experience? This will be a central theme when the Norwegian offshore sector meets the nation’s largest energy companies at the Offshore and Energy HSE Conference, in Stavanger, March 9th-10th, 2010.
The Norwegian Driving School Association (ATL) and Mintra have entered a partnership to develop a comprehensive e-learning course for the theoretical portion of driver training for a Class B license. There is nothing to indicate that it has become safer to work in the North Sea since the beginning of the 80's, while safety requirements and focus have exploded during the same period. If this focus has not improved safety, what has it done?

Wind power is a key technology in the drive to develop sustainable energy sources for the future. The Norwegian government has recently awarded a concession to develop Havsul I, a 62 square kilometre area, with 78 windmills bolted to the ocean floor. Offshore windmill parks are going to need a lot of the competence from the Norwegian offshore industry.
Large organisations in oil & gas, banking & finance, and the public sector use e-learning as a strategic competence development tool. Common to all is how e-learning contributes to cost savings. Studies show that a significant percentage of industrial accidents are the result of either inadequate training or that management doesn't properly understand the risks associated with their decisions. Mintra Enters a Framework Agreement with the Norwegian Defence Estates Agency
The Norwegian Defence Estates Agency places continuous focus on improving work processes to achieve cost effective estate and property administration. Naturally, ICT is an important tool at every stage of production and administration.
The Norwegian Defence Estates Agency aims to use e-learning to offer their employees an improved training programme. All e-learning will be administrated through Mintra’s Learning Management System – Trainingportal.
Mintra has won the tender for consultant services for the development and production e-learning courses for employees in the Norwegian Ministry of Foreign Affairs and the Norwegian Agency for Development Cooperation (Norad) and has entered a two year framework agreement with the Ministry.
The Ministry of Foreign Affairs' competence centre (UKS) is a ministry department responsible for all of the Ministry's courses and training activity. UKS holds more than 500 internally produced classroom courses each year, in addition to various other gatherings, with increasingly more emphasis on e-learning as a tool for competence development.
Mintra has signed a strategic training contract with Beerenberg. The company will use Trainingportal for administration of e-learning for own employees.
An important part of the e-learning strategy in Beerenberg is to provide a tailormade HSE-course for all empoyees in the company. In addition, both managers, safety delegates and safety deputies will also participate on other relevant HSE e-learning courses on Trainingportal.
To securre cost effective training, Beerenberg will also use Trainingportal Publisher for internal production of e-learning courses.
Mrs. Marianne Nilsen joins Mintra, and she will lead the business area Competence Management in Mintra. Mrs. Marianne Nilsen har international experience as Training Manager in GE Oil and Gas Scandinavia and Russland.
Almost 300 oil industry companies use Trainingportal for e-learning courses. In May 2009, Mintra held information meetings for Trainingportal's users. More than 40 companies participated in the information meetings, and feedback has been very positive.
Recently, most actors in the oil and gas sector have tightened control of their expenses. Some actors have also imposed an investments stop to avoid liquidity problems. These decisions are based on sensible evaluations, and the industry as a whole has had increased its focus on identifying potential cost reductions. We are now in a time where the industry is realising significant profits from cost effective e-learning solutions.
In May 2009, Sørco is opening a new training centre in Stavanger, extending its position, with simulators, classrooms, and facilities, to meet the needs of both large and small actors in the petroleum industry.
Mintra has launched a new course on the external environment. The course is aimed at everyone in the offshore industry. The course’s primary objective is to provide participants with knowledge of principles and methods for reducing pollution, as well as regulations associated with the external environment.
Mintra is launching a new e-learning course in ergonomics.
In order to prevent illness and strain injuries, employer and employee need to consider good ergonomics. A mutual understanding of what we mean by an ergonomic mindset, may contribute to reducing the risk of injuries and accidents at the workplace. The course “Introduction to ergonomics” provides a basic introduction to key principles of ergonomics.
Increased unemployment, the financial crisis, and downsizing and restructuring have been popular talking points in 2009; and the discussion continues on vg.no, March 19, 2009:
“Companies hired new people longer than they should have. Now, they have to make big cutbacks. There are too many people and labour costs are too high; this is a non-viable situation, which could lead to the worst levels of unemployment in 20 years. Unemployment will reach 5 % and no market sector will be spared,” states Harald Magnus Andreassen, First Securities.
The HSE Conference for Offshore Contractors was arranged by Mintra, the Federation of Norwegian Industries, and Offshore Media Group, in Stavanger, March 3-4, 2009. Kristian Rudsta Andersen, from the United Nations Development Programme (UNDP), was one of the presenters, and his presentation generated a healthy and important debate on corporate social responsibility. BP Norway has established a simple, robust and systematic competence management process for its offshore organisation, ensuring them an overview of employee competence, as required by Norwegian regulations for the petroleum industry and by BP Global.
A director of Aberdeen-based management system software supplier MandOS has played a key role in the development of a new body of quality knowledge for the UK. Peter Fraser has produced four of the modules for the updated body of quality knowledge which has just been released by the UK’s Chartered Quality Institute.
AAK Safety has signed a contract for fall-safety and rescue training with StatoilHydro. It is a 3 year contract, with an option for 2 more years. AAK Safety is a specialist in work at height, working actively to develop equipment, methods, and training. AAK Safety has representatives on European and national standardisation committees, and arranges the annual Work at Height Conference.
About 120 petroleum industry professionals were gathered at Stavanger Forum for the HSE Conference for Offshore Contractors 2009. They were presented with relevant challenges and engaged in a lively debate on HSE in uncertain economic times, which overflowed from the conference itself to the lunch break and the evening networking social event.
Pon Power is the first company to receive access to PSK’s competence database.
- “The Centre for Quality Control and Competence in the Petroleum Industry (PSK) has a vision of contributing to improving the level of HSE in the industry through quality control. We at Pon Power support this vision,” tells Henrik Løkling, Training Manager at Pon Power. “We see it as positive that a central body now has responsibility for quality controlling both course providers and course offerings.”
Arild Tjensvold, Managing Director of the personnel agency, Hytech Personnel AS, has well over 100 personnel out on assignment every day; they include motormen, electricians, automation mechanics, and industrial mechanics (professions that must meet strict safety requirements). Contractors are increasingly demanding that their suppliers have a clear HSE strategy, but that gives Arild Tjensvold more pleasure than frustration. “To distinguish yourself in the market, it is not enough just to have the necessary certifications. We are seeing that focusing on good, inclusive HSE work gives us a competitive advantage, through fewer absences due to illness, positive attitudes, and more jobs,” says Tjensvold.
The Norwegian Society of Graduate Technical and Scientific Professionals (Tekna) has, in collaboration with Mintra, developed an exciting e-learning course on ethics, which includes recommendations for its members on how to address ethical concerns.
The HSE Conference for Offshore Contractors is a gathering point for contractors looking to find out where health, safety, and environment developments are headed for the operators and primary contractors on the Norwegian continental shelf. Based on feedback from last year’s conference, certain topics will also address international HSE challenges. Offshore Media Group is the technical organiser, and Mintra is organising the professional content. The conference is in collaboration with the Federation of Norwegian Industries. More than 100 persons has already signed up for the conference.
Analysis has shown that a large number of dangerous shipboard situations arise due to poor communication or coordination, rather than technical failures or lack of skill.
When The Centre for Quality Control and Competence in the Petroleum Industry (PSK) was established, it was decided that a new PSK card would be implemented to replace the old OLF card.
Through written information and presentations at the safety convention in Tromsø, as well as the administration courses run by PSK and Mintra, you have been made aware that we are now introducing a new PSK card to replace the old OLF card. This new card will have a more active roll and will, besides being able to document competence, be used as an ID card at helicopter terminals.
The Norwegian Maritime Directorate moved from Oslo to Haugesund in 2003. The relocation and reorganisation process revealed that the organisation was in need of strategic competence management. Training needs have been, and still are, significant, with a constant stream of new requirements for documented competence. The employees will be the centre of attention, as special development plans, with guidance and follow-up from management, are established.
Mintra has entered a strategic agreement with Spring Energy Norway AS. Spring Energy will be using Mintra’s Learning Management System – Trainingportal – to maintain an overview of competency requirements associated with all of the different positions and roles in the company. Using Trainingportal, Spring Energy hopes to streamline and increase the quality of their work by mapping and verifying competence.

Sørco and Mintra have entered a collaboration to develop a course on Liquefied Natural Gas (LNG). The course will be launched on Trainingportal in the spring/summer of 2009.
Norsk Offshore Catering AS (NOC) has chosen Mintra to supply an interactive HSE course. The course will ensure that all employees acquire knowledge of fundamental industrial HSE, in accordance with the NORSOK standard (Topic 3.4). NOC’s goal is to have all their employees complete the course.
Talisman Energy Norway AS has awarded the contract for maintenance, modifications and operational support, for both the Gyda and Yme fields, to Sørco. The contract, which runs to 2012, with an option for renewal, is worth approximately 300 million NOK.
The PSA Award 2008 of the Petroleum Safety Authority Norway was presented to the Gas Leak Reduction Project run by the Norwegian Oil Industry Association (OLF) during a HSE lunch in Stavanger on Thursday 28 August.
The UK offshore oil and gas industry's flagship safety initiative Step Change in Safety is currently creating new, minimum safety training standards for employees working on installations in the UKCS. The new standards are OPITO approved.

On Wednesday July 9, Trainingportal.no was upgraded. The most important upgrade is the re-designed course management system. This includes a new interface to manage courses and to enroll students.

Work must be postponed when companies don’t have the capacity to complete imminent projects responsibly,” says Magne Ognedal, Director of the Petroleum Safety Authority Norway (PSA).

ExxonMobil North Sea Production (NSP) has selected Mintra as its supplier for a new interactive CBT course. The course will satisfy industrial and governmental requirements for NSP's land and offshore installations, both in the UK and in Norway. Mintra has also been awarded responsibility for up to 5 years of operations and support for the HSE course, via Trainingportal – The Oil Industry's Competency Portal for E-learning Courses. Mintra won the commission ahead of several international companies.
Since 2001, 47 people in Norway have lost their lives as a result of a fall. Statistics from the Norwegian Labour Inspection Board show that this is one of the most common kind of fatal work-related accidents.
Over the past 11 years, Mintra has been collaborating with industry to develop initiatives and tools that reduce the risks associated with unwanted incidents. Among other things, we are working to reduce the probability of accidents involving falling objects in the construction industry, onshore industry, and offshore.
“The risk of large accident has not gone down enough, in relation to the reduction in the number of personnel injuries and other accidents, over the past few years. The reason is that the seriousness of accidents has increased.”

140 participants from 85 companies met in Stavanger to share their knowledge of HSE in the petroleum industry. The conference spanned two days and included presenters from operators, contractors, and the authorities.
Mintra is launching a new e-learning course on best practices for downhole mechanisms and operations. The course has been developed in collaboration with StatoilHydro, and is available on Trainingportal.
StatoilHydro is combining two prize-winning HSE projects for company rigs. The goal is to make rig safety even better. StatoilHydro's project manager will present the new project at the HSE Conference for Offshore Contractors.
Since its inception in 2003, The Norwegian Oil Industry Association’s Gas Leak Reduction Project has contributed to reducing the number of gas leaks on the Norwegian continental shelf. The project has set ambitious goals for further reductions. One of the implemented initiatives is the Industry Requirement Project, which is aimed at raising the competency levels of everyone operating equipment on hydrocarbon installations.
“To succeed with HSE, it is important that it has a firm foundation in management. Just as important, is a firm foundation in the subconscious,” says Aamodt, the programme committee foreman for the HSE Conference for Offshore Contractors, 2008. The goal of the HSE song, “Falling for Me”, is to get into the subconscious of employees in the industry, offshore and on land.
Competence comes from the Latin, “competentia”, and carries with it the idea of, “to know something”; “to be in a position to”. These days, we use the word in various contexts. The Federation of Norwegian Industries is concerned with competence because competence is exactly what puts industry “in a position to” conduct industrial activities. Vice President of the Ulstein Group, Tore Ulstein, expresses it thus: “Attracting the best “heads” is probably our greatest challenge in the years to come.."

The Working Environment Act, section 3-5, obligates top executives to complete and document HSE training. The content and scope of this training is defined in the Norwegian Labour Inspection Authority’s guide, “Employer’s obligation to complete HSE training” [only available in Norwegian].
In the current market, management candidates well over 40 are in demand. It is no longer trendy to be young, fast, and stressed. Most of those selected for new positions are over 45. “While two years at any given company was acceptable only a decade ago, now, staying power and the ability to see initiated projects through to completion are in demand. These days, it is both legitimate and advisable to stay with an employer for a five-year period before moving on,” says head hunter, Baard Storsveen, a partner at Capus Executive.

After several tragic incidents on the Norwegian continental shelf in the 90’s, both the industry and the authorities called for an update to the NORSOK R003 standard. The NORSOK R003 standard - Safe use of lifting equipment has, since it was published in 1997, developed into the most important reference standard for operating lifting equipment on the Norwegian continental shelf.
Mintra is now launching courses for crane and lifting operations, rigging, and slinging. The courses satisfy the relevant standards and regulations regarding refresher training.
Mintra has signed a contact with Saab Aerotech to develop new documentation and training solutions for the Swedish fighter plane contender, the Saab Gripen. “We are very pleased to be able to contribute to the Swedish effort to deliver new fighter planes to the Norwegian Armed Forces,” says Ivar Viktil, Managing Director of Mintra AS.

On Wednesday morning came the news of a large oil spill on the Statfjord field in the North Sea. Close to 4000 cubic metres of oil had poured out as it was being piped from the platform to the tanker, “Navion Britannia”.
The spill happened at the Statfjord A installation on the Statfjord field, about 200 km west of Florø, Norway.
In Report to the Storting no. 2 (2006-2007), Revised National Budget 2007, we can read that the registered unemployment percentage in Norway is all the way down at 1.9 %. In comparison, the percentages were 2.6 % in 2006, and 3.9 % in 2003. In other words, Locomotive AS Norway is heading into 2008 at great speed. Maybe even a little too fast.

Poor maintenance has been a contributing cause to major accidents, both in the petroleum industry and other industrial activities (Report to the Storting no. 12, 2005-2006), and close to 50% of all work related accidents on the Norwegian continental shelf happen in conjunction with maintenance. Based on this, the Petroleum Safety Authority Norway has implemented a project called, “Maintenance as a Means for Preventing Major Accidents”.
November 9, 2007 – Lasse Kotte Titlestad has been hired as a Project Manager for the Supplier Network Oil and Gas (LOG). He starts on February 1, 2008, and will report directly to the General Manager, Anne Grete Svenøy Beinnes.
Mintra is one of several companies participating in the development of an introductory course for new employees in StatoilHydro. The course is aimed at new employees in the company, and will provide an introduction to StatoilHydro's values, organisational structure, and business operations.
DNO has recently signed a deal to use Trainingportal.no to distribute e-learning courses and administrate competence. Trainingportal is the industry portal for administrating e-learning on the Norwegian continental shelf, and the system has been especially adapted for the “duty to see to it”, as described in The Framework Regulations.
Tekna - The Norwegian Society of Chartered Technical and Scientific Professionals - choses Mintra as provider of Learning Management System (LMS). Tekna is the largest society of Technical and Scientific Professional in Norway, with more than 47 000 members.
10th August 2007 - Anne Grete Svenøy Beinnes has been appointed new Managing Director of ”LOG - Leverandørnett Olje og Gass” (Supplier Network Oil and Gas) as from 1st October 2007. She is currently the Administrative Manager of LOG. She will report to the Chairman of the Board, Tove Strand Trana.
LOG is an interest organization for suppliers to the petroleum industry. The organization is a national and industry cross-over supplier network witch is organized as one network focusing on several oil and gas projects. Foreign companies are welcome to register as a member of LOG, but at the moment our web-sites mostly have Norwegian language.LOG cooperates with several operators and nodes (regional project organizations). More than 400 companies have subscribed as members. The member companies are representing both typically main contractors as well as typically sub suppliers. Through LOG the member companies are offered an organized arena of relevant information, close dialogue with operators / oil companies, main contractors and other suppliers.
LOG primarily seeks to focus on development projects on the NCS and in the Barents Sea. The operator agreements entered will decide which projects are included in the portfolio. LOG has already proved itself as an efficient tool to the supplier industry through its work and efforts related to the Ormen Lange project. Based on cooperation agreements between LOG and the project licenses/operators, LOG is, as per today, operating supplier network services for following projects:
Ormen Lange – cooperation with Hydro / Shell
Skarv Idun – cooperation with BP
Gjøa – cooperation with Statoil / Gaz de France
In addition, we monitor the developments in the Shtokman project and publish supplier relevant news on a continuously basis. We provide supplier network services to the Farsundsbassenget project (exploration phase). Both in cooperation with Hydro.

Quality Management is for many organizations synonymous with excess cost and bureaucracy. And to a large extend this is their reality. These companies have not managed to integrate the quality principles into their organization.The Oil and Gas industry has for decades been pushing these principles and are demanding their suppliers to manage their companies according to ISO 9001:2000 standard for Quality Management systems. By doing so they aim to develop highly efficient base of suppliers with strong focus also on HSE.
The Norwegian Oil Industry Association and the companies on the Norwegian Continental Shelf use the Trainingportal.no for verification and repetation of competence. Recently, the Federation of Norwegian Industries joined this collaboration and soon you will find courses delivered by this Federation on Trainingportal.no.
The Ålesund Conference 2007 is arranged from the 9th. to the 11th. of January 2007. The program includes speakers from both safetycentres, shipping-companies, rig-contractors, branch organisations, government and operators, all focusing on safety and emergency training.
